On one of my blogs I have comment moderation turned on, I had assumed I would get an email notification whenever a comment needed moderation.
However this doesn't happen, is it supposed to ?

Also after approving comments, I also do not get an email about a new comment being posted, which make sit rather hard to respond to them, is this intended also ?

Because the emails are automated they are more likely to get picked off by your spam filter. You may have more than one spam filter depending on your mail setup. For example I use a mail application that has it's own filtering, and my mail server is google hosted email and that too is filtered. You may need to add a rule in both places to ensure that the email gets delivered.

It's also possible that you do not have your mail server set up correctly. Can you verify that the mail server is setup and working correctly?

turns out it was a problem with the PowerMail plugin.

Could you please elaborate on what the powermail problem was. I am currently getting an array position error when trying to send a test mail to subscribers via the administrator in Mango Blog. We have powermail installed.
